摘  要:数字治理是将现代数字技术与治理理念相融合的新型治理模式。数据空间、数字系统、数字赋能和实现善治共同打造了大学内部数字治理的主体通道、技术支撑、制度重塑和价值运作体系。大学内部数字治理因自身局限性以及对数字技术过度依赖,存在数字控制下的权力参与冲突、算法约束下的治理行为单一化、路径依赖下的治理结构不兼容、主体迷失中的伦理价值失序等问题,制约大学数字治理效能的发挥。因此,大学内部数字治理要破解数据垄断,形成多元协同的治理体系;驾驭数字技术,提高数字驱动的治理能力;破解技术幻象,形塑需求导向的治理机制;超越工具理性,确立以人为本的治理理念。Digital governance is a new model that integrates modern digital technology with governance idea.The data space,digital system,digital empowerment,and realization of good governance collectively form the main body,technology,system,and value operation system of digital governance within the university.Meanwhile,the limitations of internal digital governance within universities and the excessive reliance on digital technology are manifested in the conflict of power participation under digital control,the homogenization of governance behaviors under algorithmic constraints,the incompatibility of governance structures under path dependence,and the disorder of ethical values in the loss of the subject,which restrict the efficacy of digital governance.Therefore,the university internal digital governance should crack the data monopoly and form a multi-coordinated governance system;Master digital technology to improve digitally-driven governance capacity;Clarify technical illusions and shape the demand-oriented governance mechanism;Transcend instrumental rationality and establish a people-oriented governance concept.
