摘 要:关键共性技术的公共产品属性决定了其具有显著外部性特征,能够通过广泛的扩散与外溢充分发挥潜在价值,但目前对于关键共性技术的跨界溢出机理尚不明确,导致其经济社会价值难以得到充分发挥。文章面向技术多维特征构建组织合作-技术跨界溢出-产业关联三层网络,在测度技术跨界溢出效应基础上,结合多层网络模型探索关键共性技术跨界溢出机理,并对人工智能领域进行实证研究。结果表明:技术基本特征方面,已经跨界溢出的关键共性技术更不易产生新的跨界溢出;技术组织特征方面,关键共性技术不易在组织内部形成跨界溢出关系,共同研发的关键共性技术更易产生跨界溢出,组织合作对关键共性技术的跨界溢出存在抑制作用;技术产业特征方面,产业跨度大的关键共性技术不易产生跨界溢出,关键共性技术不易在关联产业间进行跨界溢出,产业关联广度越大越有利于关键共性技术的跨界溢出。本文从技术多维特征视角揭示了关键共性技术跨界溢出的影响机理,在一定程度上拓展和深化了技术跨界溢出的理论研究边界,为助推技术创新扩散、带动产业升级提供了有益启示。The public goods attribute of key generic technology determines that they have significant externality characteristics and can give full play to their potential value through extensive diffusion and spillover.However,the cross-border spillover mechanism of key generic technology is not clear at present,which makes it difficult to give full play to their economic and social values.This article constructs a three-level networks of organizational cooperation,technology cross-border spillover,and industrial correlation based on the multidimensional characteristics of technology,based on measuring the effects of technology cross-border spillover,the article combines a multi-layer network model to explore the mechanism of key generic technology cross-border spillover,and conducts empirical research in the field of AI.The results indicate that in terms of the basic characteristics of technology,key generic technology that have already experienced cross-border spillover are less likely to generate new cross-border spillover;In terms of organizational characteristics of technology,key generic technology are not easy to form cross-border spillover relationships within the organization.Jointly developed key generic technology are more prone to cross-border spillover,and organizational cooperation has a inhibitory effect on cross-border spillover of key generic technology;In terms of the industrial characteristics of technology,key generic technology with a large industrial span are not prone to cross-border spillover,and key generic technology are not prone to cross-border spillover between related industries.The wider the industrial correlation,the more conducive it is to cross-border spillover of key generic technology.
