摘  要:以天津某公立医院“新世纪人才”引育项目为案例,介绍了该医院人才队伍建设的目标任务、培养机制、选派规模、支持举措及培养成效等,认为公立医院人才结构优化要从“引才”“育才”“留才”“用才”四大方面着手开展,明晰人才引进目标,紧抓高层次人才引用关键环节,以党管人才的理念为指引,强化制度引领作用,尊重人才成长规律,通过个人绩效与科研激励、资源整合等全方位支持培养工作,以激发人才价值创造新动能,进一步实现人才项目的闭环管理,全力构筑全链条人才发展生态。Taking the“New Century Talent Introduction Project”of a public hospital in Tianjin as a case study,this paper introduces the goals,tasks,training mechanisms,selection scale,support measures,and training effectiveness of the hospital’s talent team construction.It is believed that the optimization of the talent structure in public hospitals should be carried out from four aspects:“talent introduction”,“talent education”,“talent retention”,and“talent utilization”.Clarifying the talent introduction goals,focusing on the key links of high-level talent introduction,guided by the concept of party management of talent,strengthening the role of institutional guidance,respecting the laws of talent growth,and comprehensively supporting the training work through personal performance and scientific research incentives,resource integration,etc.,in order to stimulate the creation of new momentum of talent value,further achieve closed-loop management of talent projects,and fully build a full chain talent development ecosystem.
