治理视域下中华民族共同体和人类命运共同体的关联性探析

摘　　要：推动构建中华民族共同体和人类命运共同体是新时代治国理政的重要组成部分。历史地看,二者同出于中国传统的天下观。在漫长的民族融合过程中,经过华夷之辨、华夷一体,内藩地区逐渐服膺于大一统王权之下。在朝贡体系和羁糜之治中确立起内外统一的政治关系。近代以来,基于国家主权的平等外交意识逐渐被国人接受,中国的内政和外交有了明确区分。当代,中华民族共同体和人类命运共同体作为国家治理和全球治理的内在要求,在内政和外交领域发挥重要作用。一方面,二者分属国内治理和全球治理两大场域,都具有“共同体”的本质内涵,在生成基础、理论渊源和价值理念上具有相通之处。另一方面,二者在结构、性质和功能等方面存在差异。在治理实践中应当将二者有机统一、协调配合,为实现中华民族伟大复兴和人类社会共同发展筑牢根基。In the new era,The community of the Chinese Nation and The Community of a Shared Future for Humanity are important components of governance.Historically,they both stem from the traditional Chinese view of the world.In the long process of national integration,after the distinction between China and the barbarians and the unification of China and the barbarians,the inner clans gradually submitted themselves to the authority of the great unified king.A unified political relationship between the internal and external regions was established through the system of tribute and the rule of detention.In modern times,the sense of equal diplomacy based on national sovereignty was gradually accepted by the people,and a clear distinction was made between China's internal and external affairs.In contemporary times,the community of the Chinese Nation and the Community of a Shared Future for Humanity play a role in domestic and foreign affairs as inherent requirements of national and global governance.Although they belong to the two fields of domestic and global governance,they both have the essential connotation of“community”and share the same foundations,theoretical origins and values.At the same time,there are differences between internal and external governance,with different categories and differences in structure,nature and function.In the practice of governance,the two are internally unified and coordinated to build a solid foundation for the realization of the great rejuvenation of the Chinese nation and the common development of human society.
