艺术为公众?——美国《国家艺术基金战略规划2022-2026》中的矛盾性征候读解

摘　　要：美国国家艺术基金会公布了《国家艺术基金战略规划(2022-2026)》,从艺术与公众、艺术与社区福祉、艺术服务力和艺术领导力等几个方面,对未来艺术的资助与发展进行了战略布局,以修复2020年疫情以来全球变化语境带来的影响,完成美国社会恢复之建设目标。本次战略规划的一个显著特点就是强调艺术对公众的服务,重新回归艺术文化服务公众之原初构想。如果跳出文本观照现实,在“历史语境-社会现实-文本理念”的互动中审视新公布的战略规划,会发现其战略理念的实现面临一些深层次的结构性矛盾,亟需对战略计划的救济式介入、大众化普及、艺术式福祉、艺术服务力、领导力管理等问题行征候式析解,以寻求变化世界里国家对艺术的有效资助方案。The National Endowment for the Arts published its Strategic Plan(FY2022-2026)in 2022,which contained four parts:the art and the public,art and community welfare,art services and art leadership,the future art endowment and development strategic.NEA wanted to recover the American society which was impacted by the global changes through the arts,such as the pandemic of coviD-19,racial conflict and so on.The Strategic Plan returns to the original idea of art and culture,and reemphasizes the service of art to the publics.If the perspective is changed into the interaction of"historical contexts,social realties,text concepts"in the newly released strategic planning,we can find that the realization of the strategic concept faces some deep structural contradictions,which is needed to use a syndrome reading to restore the true efficacy of state funding.
