新时代社区公益慈善的逻辑定位与推进维度

摘　　要：社区是国家治理的基石,新时代社区发展有了新的历史使命和要求,社区公益慈善可以成为应对当前社区发展难题、建设“积极社区”的重要助推器。探索新时代社区公益慈善的理论逻辑和实践要求,需要将中华慈善逻辑与当代慈善的现代性相结合,系统推进中国特色社区公益慈善发展。可以从政治性公共生活、关系性公共生活、利益性公共生活三个维度勾勒社区公益慈善助力“积极社区”建设的逻辑框架。发展社区公益慈善,应在积极解决社区内部需求和难题中,促进社区内外走向联动;在社区共同利益发掘和维护中,促进社区成员走向越来越紧密的联合,进而促进社区的有机团结,不断提升社区生活品质和社区文明程度。Communities form the bedrock of national governance.In the new era,community development faces fresh historical missions and demands,requiring the construction of"active communities"to eff ectively tackle development challenges.Philanthropy is a key driving force behind the creation of these"active communities."Advancing a model of community philanthropy with Chinese characteristics has become an urgent and critical task for the development of the philanthropic sector.This involves merging the traditional principles of Chinese charity with the modern attributes of contemporary philanthropy.From three perspectives—political public life,relational public life,and interest-based public life—eff orts should focus on strengthening the governance systems of urban and rural communities,supporting grassroots government,and enhancing the mobilisation capabilities of the Party and government at the community level.By actively addressing internal community needs and challenges,communities can foster greater internal and external collaboration.This approach also helps to identify and protect common interests within new communities,encouraging closer ties among members,promoting organic solidarity,and continually improving the quality of community life and civility.
