海外人才在沪创新创业的问题及对策研究

摘　　要：促进海外人才创新创业是新时代上海全面深化国际科创中心建设的内在要求。本研究梳理分析了海外人才在沪创新创业的现状及成效,剖析了海外人才在沪创新创业面临的困难和问题,并提出了进一步促进海外人才在沪创新创业的思路和建议。研究发现,海外人才在沪创新创业面临四大问题:政府服务有“盲区”、生活配套有“死角”、社会融入有“障碍”、国际交往有“堵点”。进一步推动海外人才在沪创新创业发展,应强化思想引领、增进共识,着力拓展事业空间、搭建事业平台、加强联系服务、优化创新创业发展环境。Promoting overseas talents to innovate and start their businesses in Shanghai is the objective requirement for Shanghai to build a scientific and technological innovation center with global influence.This research combs and analyzes the present situation and effect of overseas talents'innovation and entrepreneurship in Shanghai and analyzes the difficulties and problems faced by overseas talents'innovation and entrepreneurship in Shanghai;this paper puts forward some ideas and suggestions on how further to promote overseas talents'innovation and entrepreneurship in Shanghai.The study found that overseas talents face four major problems in Shanghai:government service has a"Blind spot",life support has a"Dead corner",social integration has a"Barrier"and international contacts have a"Choke Point".To further promote the development of innovation and entrepreneurship of overseas talents in Shanghai,we should strengthen ideological guidance and promote common understanding;efforts will be made to expand career space,build career platforms,strengthen networking services,and optimize the environment for innovation and entrepreneurship.
