摘　　要：《中共中央关于进一步全面深化改革、推进中国式现代化的决定》强调,要健全因地制宜发展新质生产力体制机制。马克思主义生产力理论蕴含了因地制宜的思想,强调生产力发展必须尊重自然条件、社会历史条件和生产关系差异,同时强调科学技术的重要性。因地制宜发展新质生产力需要综合考虑传统生产要素、科技创新和行业等三个维度。中国在因地制宜发展新质生产力方面已取得显著成绩,并形成一系列具有创新性的发展质态,但仍存在体制机制僵化、区域协调发展不足和创新资源分布不均等问题,制约了新质生产力的全面发展。这一现状要求我们在体制机制构建过程中,基于资源禀赋和传统生产要素的优化配置因地制宜发展新质生产力,推动形成多样化技术创新路径,构建符合区域实际的现代化产业体系,促进区域间的资源共享和协同发展。The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization emphasizes the need to improve the system and mechanism for developing new quality productive forces in accordance with local conditions.The Marxist theory of productive forces contains the idea of adapting to local conditions,emphasizing that the development of productive forces must respect the differences in natural conditions,social and historical conditions and production relations,while also emphasizing the importance of science and technology.Developing new quality productive forces according to local conditions requires comprehensive consideration of three dimensions:traditional production factors,technological innovation,and industries.China has made remarkable achievements in the development of new quality productivity according to local conditions,and has formed a series of innovative development patterns.However,there are still problems such as rigid institutional mechanisms,insufficient coordinated regional development and unequal distribution of innovation resources,which restrict the comprehensive development of new quality productivity.This situation requires us to develop new quality productivity according to local conditions based on the optimal allocation of resource endowment and traditional production factors in the process of institutional mechanism construction,promote the formation of diversified technological innovation paths,build a modern industrial system that is in line with regional reality,and promote resource sharing and coordinated development among regions.
