摘　　要：大数据、云计算、区块链、人工智能等数字技术的发展,为发展全过程人民民主提供了技术支撑。在发展全过程人民民主过程中运用数字技术,有利于拓宽全过程人民民主实践的时空边界,克服民主运行过程中的规模难题,降低民主运行成本。然而,在数字技术赋能全过程人民民主过程中,也产生了民主运行的“圈层化”困境、“民主遗民”现象、民主行为“伦理缺位”以及“指尖上的形式民主”等风险。为更好地推进数字技术赋能全过程人民民主,必须坚持以人民为中心的价值理念,不断缩小和弥合数字鸿沟,健全数字技术的法律法规,加快数字人大和数字政协等数字民主样板建设,推动数字民主高质量发展。The development of digital technologies such as big data,cloud computing,block chain,and artificial intelligence has provided technical support for the development of whole-process people's democracy.The application of digital technology in the development of whole-process people's democracy is conducive to broadening the temporal and spatial boundaries of people's democratic practice,overcoming the scale problem in the process of democratic operation,and reducing the cost of democratic operation.However,in the process of digital technology empowering whole-process people's democracy,there are also risks such as the“stratification”dilemma of democratic operation,the phenomenon of“overlooked by democratic”,the“ethical absence”of democratic behavior,and the“formal democracy at the fingertips”.In order to better promote whole-process people's democracy of digital technology empowerment,it is necessary to adhere to the people-centered value concept,constantly narrow and bridge the digital divide,improve the laws and regulations of digital technology,accelerate the construction of digital democracy models such as the Digital People's Congress and the Digital Political Consultative Conference,and promote the high-quality development of digital democracy.
