摘　　要：幸福河湖建设以人民为中心,立足强化河湖长制的新阶段要求,侧重人与自然和谐共生关系的构建,强调人对河湖的主观感受,其本质是人类活动与自然系统相互影响作用关系的和解。工程伦理是工程活动的灵魂和指导,在幸福河湖建设中扮演着至关重要的角色。工程伦理实践为河湖治理中利益矛盾与平衡、责任分担与合作、文化冲突与融合、社会监督与共治等利益相关方关系的解决提供根本遵循,是幸福河湖建设质量、安全和社会公共利益的重要保障。The construction of happy river and lake is taking people as the center based on the new stage requirements of strengthening the river and lake chief system,focusing on the construction of harmonious symbiosis between man and nature,and emphasizing people's subjective feelings on the river and lake,whose essence is the reconciliation of the interaction between human activities and natural systems.Engineering ethics is the soul and guide of engineering activities,and plays a vital role in the construction of happy rivers and lakes.The practice of engineering ethics provides a fundamental guideline for resolving the relationship between stakeholders in river and lake governance,such as interest contradiction and balance,responsibility sharing and cooperation,cultural conflict and integration,social supervision and co-governance,and is an important guarantee for happy river and lake construction quality,safety and social public interests.
