摘　　要：基于2008-2019年中国120个环保重点城市数据,实证检验政府环境责任履行对环境质量改善的影响效应与作用机制。研究结果表明,政府环境责任履行对环境质量改善起到了显著的促进作用。在这一过程中,绿色技术创新和产业结构优化起到了中介作用。分维度来看,相较于生态环境治理责任,生态环境监管责任和生态多元共治责任对环境质量改善的作用更为显著;相较于烟(粉)尘,政府环境责任履行对其他污染物的减排作用更为显著。异质性分析表明,在财政科技支出高、煤炭消费占比高的地区,政府环境责任履行的环境质量改善效果更为显著。Based on the data of 120 environmental protection major cities in China from 2008 to 2019,this paper empirically tests whether the implementation of government environmental responsibility has effectively promoted the improvement of environmental quality and analyzes its impact mechanism.The results show that the implementation of government environmental responsibility has played a significant role in promoting the improvement of environmental quality.Green technology innovation and industrial structure optimization play an intermediary role in this process.From the perspective of different dimensions,compared with the responsibility of ecological environment governance,the responsibility of ecological environment supervision and the responsibility of ecological multi-governance have a more significant effect on the improvement of environmental quality;compared with smoke(powder)dust,the government environmental responsibility performance has a more significant emission reduction effect on other pollutants.Heterogeneity analysis shows that in areas with high proportion of fiscal expenditure on science and technology and coal consumption,the environmental improvement effect of government environmental responsibility is more significant.
