摘  要:“双减”政策的深入贯彻执行,需要进一步深化校外培训机构治理,不仅要“治乱”和“减负”,还要“预防风险”应通过加快培训行业的信用体系建设,积极构建以信用为基础的新型监管机制,加强全链条、全流程监管,提高校外培训机构治理实效。以多元综合治理为出发点,以第三方独立客观的视角,聚焦培训领域信用风险问题,结合北京的区域实际情况和培训行业特点,开展信用风险评价研究,探索构建校外培训机构信用风险评价指标体系,推动培训领域的信用风险分级分类监管工作,提升监管效能,完善长效监管机制;强化信用风险管理,增强培训机构的自我规范,促进校外培训机构健康有序发展。With"Double Reduction"policy thoroughly implemented,the governance of off-campus training institutions are needed to be further deepen by not only"controlling chaos"and"reducing the burden",but also"preventing risks".To improve the supervision efficiency of the off-campus training institutions,the construction of the credit system of the training institutions should be accelerated,new supervision mechanism based on credit should be actively constructed and the fullchain and whole-process supervision should be strengthened.Therefore,focusing on the credit risk problems of the offcampus training institutions,our research group carries out the credit risk evaluation study according to the actual situation of Beijing and the characteristics of the training industry,explores the construction of the credit risk evaluation indicators system of off-campus training institutions,promotes tiered and categorized regulation for the credit risk in the training field so as to improve its supervision efficiency as well as the long-term supervision mechanism.In addtion,our research group strengthens the credit risk governance and enhances the self-regulation of training institutions to promote the healthy and orderlydevelopmentofoff-campus training institutions..
