数字政府的行政伦理关系解析:发展样态、异化表现与优化路径

摘　　要：行政伦理关系是行政主体在行政实践活动过程中与行政对象形成的一种双向互动、平等对应的特殊社会关系,是一种依附于客观实体性而存在并具有某些实体性特征的精神性关系。数字政府改变了传统的政府管理形态并重新建构了行政伦理关系,表现为政府与自然间的共生伦理关系重塑、政府与公民间的信任伦理关系重构、政府与市场间的和谐伦理关系重建、政府内部间的协作伦理关系改造。然而,数字政府引领的行政伦理关系亦存在着异化发展趋势,表现为技术滥觞阻滞政府与自然共生、信息安全牵制政府与公民信任、信息壁垒威胁政府与市场和谐、数据孤岛约束政府间协作。为此,需要以为人民服务为核心的伦理价值塑造、以法律体系完善为目标的制度伦理建设、以数字能力提高为保障的伦理关系融洽、以数字技术迭新为依托的伦理主体发展来进一步优化数字政府建设中的行政伦理关系。Administrative ethical relations are a special type of social relationship that emerges as an interactive,reciprocal,and equitable bond between administrative subjects and administrative objects in the process of administrative practical activities,these relations are spiritual relations that dependent on objective materiality and possess certain characteristics of materiality.The digital government has transformed the traditional form of government administration and reconfigured administrative ethical relations.This transformation is manifested as the reshaping of symbiotic ethical relations between government and nature,the rebuilding of trust-based ethical relations between government and citizens,the reconstruction of harmonious ethical relations between government and the market,and the renovation of collaborative ethical relations between governments.However,the administrative ethical relations led by digital government also have an alienated development trend,manifested as technological proliferation hindering symbiosis between government and nature,information security straining trust between government and citizens,information barriers threatening harmony between government and the market,and data silos restricting intergovernmental collaboration.To address these issues,it is necessary to further optimize the administrative ethical relations in the construction of digital government through the following measures:shaping ethical values centered on serving the people,constructing institutional ethics aimed at enhancing legal frameworks,fostering amicable ethical relations predicated on elevated digital capabilities,and promoting the development of ethical subjects grounded in continuous innovation in digital technologies.
