摘　　要：畜禽粪污资源化利用是改善土壤质量、提升农产品品质、保障人体健康的重要手段,而农业绿色发展则赋予了畜禽粪污资源化利用重要使命。为此,运用农业循环经济理论,采用准自然实验与连续型DID模型研究方法,选取2013-2020年我国30个省份的省级面板数据,科学评估畜禽粪污资源化利用政策对农业绿色发展的影响及机制。研究表明,畜禽粪污资源化利用政策对促进农业绿色发展产生显著正向影响,对不同地区农业绿色发展存在异质性,社会化服务组织在畜禽粪污资源化利用政策对促进农业绿色发展具有正向调节效应。基于此,建议农业农村部等部门评估优化畜禽粪污资源化利用政策,加强中西部地区畜禽粪污资源化利用财政支持,加大社会化服务组织质量认证力度。The resource utilization of livestock and poultry manure is an important means to improve soil quality,enhance the quality of agricultural products,and ensure human health.The green development of agriculture endows the resource utilization of livestock and poultry manure with an important mission.To this end,using the theory of agricultural circular economy,using quasi natural experiments and continuous DID model research methods,we selected provincial panel data from 30 provinces from 2013 to 2020 to scientifically evaluate the impact and mechanism of policies for the resource utilization of livestock and poultry manure on agricultural green development.Research has shown that policies for the resource utilization of livestock and poultry manure have a significant positive impact on promoting green agricultural development,and there is heterogeneity in agricultural green development in different regions.Social service organizations have a positive moderating effect in promoting green agricultural development through policies for the resource utilization of livestock and poultry manure.Based on this,it is recommended that agricultural and rural departments evaluate and optimize policies for the resource utilization of livestock and poultry manure,strengthen financial support for the resource utilization of livestock and poultry manure in the central and western regions,and increase the quality certification of social service organizations.
