摘　　要：生产性服务业是先进制造业、现代农业等与现代服务业深度融合的重要组成部分。我国生产性服务业起步较晚,虽然发展迅速,但仍存在诸多问题,尤其是人力资本层次结构偏低、区域间和行业间错配现象明显。此外,人力资本提升正面临内生动力不明、提升机制无力、发展环境受限的现实困境。人力资本提升的教育机制和经济机制通常在行业、企业发展战略及相关制度统筹下运行。国民教育体系、区域经济社会发展水平、社区教育培训现代化程度等成为双重机制运行的外部环境。持续整体地提升生产性服务业人力资本,应着重在行业内构建经济机制与教育机制的协同共生框架,同时基于外部环境推进两种机制的深度融合,并探索人力资本提升的多样化路径,以多元机制的良性运行支撑生产性服务业人力资本提升的中长期目标实现。Producer services are an important part of the deep integration of advanced manufacturing,modern agriculture,etc.and modern service industries.Our country’s producer services industry started late.Although it is developing rapidly,it still has many problems,especially the partial hierarchical structure of human capital and obvious mismatch between regions and industries.In addition,the improvement of human capital is facing a realistic dilemma of unclear endogenous motivation,weak improvement mechanisms,and limited development environment.The educational and economic mechanisms for improving human capital usually operate under the overall planning of industry,enterprise development strategies and relevant systems.The national education system,regional economic and social development level,and community education and training modernization level have become the external environment for the operation of the dual mechanism.To continue to improve human capital in producer services as a whole,we should focus on building a collaborative and symbiotic framework of economic mechanisms and educational mechanisms within the industry.Based on the external situation,we should promote the deep integration of the two mechanisms,and explore diversified paths for improving human capital,with diversified mechanisms.The virtuous operation of the mechanism supports the realization of the medium-and long-term goals of improving human capital in producer services.
