人民调解“息讼止争”与社会工作“助人自助”的互嵌逻辑分析

摘　　要：“息讼止争”是人民调解工作的意图表达,“助人自助”是社会工作的核心价值理念,两者希冀从不同角度来解决人和社会之间的某些非对抗性问题,促进社会群体的公正团结。通过社会工作参与人民调解个案发现,人民调解“息讼止争”与社会工作“助人自助”存在逻辑互嵌的可能,逻辑链条表现为“求解”中的自助、“调解”中的助人、“和解”后的效度。基于此,社会工作介入人民调解,可以视为一种中国化、本土性社会工作的某种有效形式,是将专业社会工作植于中国社会文化土壤,与中国具有社会工作特点的行政工作融合发展的可行范式。“Settling litigation and ending disputes”is the intention expression of people’s mediation work,and“helping people to help themselves”is the core value of social work.Both hope to solve certain non-confrontational problems between people and society from different perspectives,and promote the justice and unity of social groups.Through the cases of social work participating in people’s mediation,it is found that there is a possibility of logical interconnection between people’s“settling litigation and ending disputes”and social work’s“helping people to help themselves”,and the logical chain is manifested as the validity after self-help in solving,helping people in mediation and reconciliation.Based on this,the intervention of social work in people’s mediation can be regarded as an effective form of Chinese and local social work,which is a feasible paradigm to implant professional social work into the Chinese social culture and integrate with the administrative work with characteristics of social work in China.
