从“倡导者”到“有效介入者”:论政产学研合作中的政府角色

摘　　要：目前,政产学研合作陷入了层次缺乏深度、资源缺乏整合、模式缺乏创新的“浅、散、僵”瓶颈。纵观政府在政产学研合作演进中的角色变迁,其主要历经了“倡导者”与“浅层介入者”两个阶段,与“有为政府”还存在距离,需对政府角色进行再定位,即从“倡导者”到“有效介入者”。政府在政产学研合作中的“有效介入”,实际上是“有为”政府与“有效”市场共同作用、有机统一的结果。政府“有效介入”政产学研合作之路径可在价值理念上强化引领变革、在顶层设计上坚持分工合作、在合作模式上注重协同创新三个方面展开。At present,the government-industry-university-research cooperation is trapped in the"shallow,scattered and rigid"bottleneck of lack of depth at the level,lack of integration of resources and lack of innovation of mode.In the evolution of government-industry-university-research cooperation,the role of the government has mainly experienced the two stages of"advocator"and"shallow intervener",and there is still a distance from the"effective government",which needs to reposition the role of the government as"effective intervention".The"effective intervention"of the government in the cooperation is actually the result of the joint action and organic unity of the"effective"government and the"effective"market.The path of the government's"effective intervention"in the cooperaer can be carried out through three aspects:strengthening leading change in value concept,adhering to division of labor and cooperation in top-level design,and focusing on collaborative innovation in cooperation mode.
