社会福利视角下普惠托育服务高质量发展的政策支持研究——以广东省佛山市为例

摘　　要：作为公共福利事业的重要组成部分,普惠托育服务已被纳入建立健全社会福利体系的战略规划中,政策的有效支持事关儿童福利保障和人口的长期均衡发展。以广东省佛山市为例,基于社会福利政策分析框架,结合普惠托育服务政策的实践转变、特点与导向,并针对其在政策执行中分配基础、分配内容、输送策略、筹资机制等方面的不足,建议推动有效市场和有为政府同向发力,进一步完善优化政策支持,明确服务认定标准,扩大普惠托育覆盖面;优化托育资源配置,增强托育福利效应;推进多元主体协调共治,丰富服务形式供给;加大财政投入力度,建立多元化融资渠道,着力推动普惠托育服务高质量发展。As an important part of public welfare,generally beneficial childcare services have been included in the strategic plan of establishing and improving the social welfare system,and effective policy support is crucial for ensuring the welfare of children and the long-term balanced development of the population.Taking Foshan as an example,based on the social welfare policy analysis framework,combined with the practical transformation,characteristics and orientation of generally beneficial childcare service policy,and aiming at the shortcomings in its distribution basis,content,delivery strategies,and financing mechanisms,it is suggested to promote an effective market and collaborate with the government,further improve and optimize the policy support,clarify the standards for service accreditation,and expand the coverage of generally beneficial childcare services;Optimize the allocation of childcare resources and enhance the welfare effects of childcare services;Promote coordination and co-governance among multiple stakeholders to diversify service offerings;Increase financial investment,establish diversified financing channels,and strive to promote the high-quality development of generally beneficial childcare services.
