摘 要:作为哲学社会科学重要组成部分,公共管理学是一门聚焦公共事务与公共治理问题的学科。伴随着改革开放的深入发展,中国公共管理学科实现了快速的发展,并逐步成为中国特色哲学社会科学的重要组成部分。面对中国治理议题的丰富性和公共管理实践的快速发展,公共管理学科发展需要构建自主知识体系。通过梳理可以看出中国公共管理学自主知识体系建构呈现出知识引进与知识创造并行、学术知识与专业知识并行以及知识传授与知识转化并行三大特点。而在未来要推进中国公共管理学自主知识体系的建构,需要将中国作为公共管理学自主知识体系的策源地,面向中国实践,立足中国情境,讲好中国故事。具体来看就是要坚持以中国为中心、以世界为参考,注重价值与操作的平衡、传承与创新的平衡、治理与制度的平衡以及自主与非自主的平衡。同时对中国公共管理学自主知识体系的评价也是检验其有效性的重要体现,而其中最根本的就是要在坚持以人民为中心这一基本原则的基础上建构可操作性的评价标准体系,并在评价过程中不断对评价标准进行优化,以期实现面向实践的中国公共管理学自主知识体系的全链条建构。As an essential component of philosophy and social sciences,public administration is a discipline that focuses on public affairs and public governance issues.With the in-depth development of reform and opening-up,the discipline of public administration in China has achieved rapid growth and gradually become a significant component of philosophy and social sciences with Chinese characteristics.Faced with the abundant governance issues and the rapidly evolving public administration practices,the development of public administration necessitates the construction of an autonomous knowledge system.An analysis indicates that the construction of an autonomous knowledge system in public administration in China exhibits three major characteristics:parallel processes of knowledge introduction and creation,parallel development of academic and professional knowledge,and parallel implementation of knowledge impartment and transformation.To further promote the construction of an autonomous knowledge system in public administration in China,it is necessary to regard China as the origin of this system,with a focus on Chinese practices and contexts,and narrating China s stories well.Specifically,this entails adhering to China as the center and the world as a reference,emphasizing the balance between value and operation,history and innovation,governance and institution,and autonomy and non-autonomy.At the same time,the evaluation of the autonomous knowledge system in public administration in China is also an important manifestation of its effectiveness.The most fundamental aspect is to construct an operable evaluation standard system based on the principle of putting the people at the center,and continuously optimize the evaluation standards in the evaluation process,in order to achieve a full chain construction of the autonomous knowledge system oriented to practice in public administration in China.
