摘 要:为落实公共管理学科“立德树人”这一教育根本任务,课程思政建设在价值维度上具有三重意蕴:与新文科公共管理人才培养需求形成内在契合,推动中国自主学科知识体系的建构,与高质量教师队伍建设形成联动。然而在实践中,公共管理课程思政建设面临困境:网络上各种思潮涌现,导致学生政治意识莫衷一是;青年学生缺乏社会经验,未能贴近中国的现实问题和社会情境,思想政治悬于“真空”;由于缺乏对学生主体性的考量,前沿技术方法与课程思政在深度和融合度上均显不足。要落实公共管理课程思政的“育人”之义,则需坚持马克思主义立场、观点和方法,运用社会主义核心价值观和中国传统文化的思想资源,在中国经验的基础上融合重构现有理论,以增强学生的“四个自信”;通过“多堂联动”实现全过程思政,促成思政教育在不同场域“如盐在水”;兼顾教学内容的独特性和学生的差异性,采用多样且权变的教学方法以提升思政教学的针对性和实效性。In order to implement the fundamental task of education of public administration discipline"fostering virtue through education",the curricula of integrated ideology and politics construction has three meanings in value dimension:it has formed an internal fit with the training needs of new liberal arts public management talents,promoted theconstruction of China's independent subject knowledge system,and formed a linkage with the construction of high-quality teachers.However,in practice,the curricula of integrated ideology and politics of public administration faces difficulties:The emergence of various ideological trends on the Internet has led to students'conflicting political awareness;because of the lack of social experience,young students can not get close to China's practical problems and social situationand the curricula of integrated ideology and politics hang in the"vacuum";due to the lack of consideration of students'subjectivity,the cutting-edge technology and the curricula of integrated ideology and politics are insufficient in depth and integration.In order to implement the concept of"educating people"in public administration curriculum,it is necessary to adhere to the Marxist stand,viewpoints and methods,use the socialist core values and the ideological resources of traditional Chinese culture,integrate and reconstruct the existing theories on the basis of Chinese experience,so as to enhance students'"four self-confidence".Then,realize the whole process of ideological and political education through"multi-class linkage",and promote ideological and political education in different fields"like salt in water".Lastly,take into account the uniqueness of teaching content and the difference of students,various and contingent teaching methods are adopted to improve the pertinence and effectiveness of ideological and political teaching.
