摘 要:挖掘社区潜力、促进终身学习是建设学习型社会的重要举措。亚太地区社区学习中心经过15年的探索实践,实现了从增加社会边缘群体的受教育机会,到促进个体的终身学习及其与社区的联结,再到培养积极的公民意识和促进社会可持续发展的功能拓展,并在建设理念、内容供给、包容参与、加强合作和发展保障等方面形成了共识性实践。同时,为应对生存保障不足、长效机制不足、参与活力不够、认可度不高等挑战,各国正在联合国教科文组织的六项行动原则指导下探索可持续发展策略,包括增强对本土需求的响应、提升从业队伍专业能力、争取社会多方支持、提高社区学习吸引力、探索数字化变革等,为我国进一步完善和推广社区学习中心建设、加快推进实施学习型大国战略提供了可行的方向和策略。It is an important measure to tap the potential of the community and promote lifelong learning.Based on the exploration and practice in the past 15 years,it is found that the function of Community Learning Centers(CLCs)has been expanded from increasing educational opportunities for marginalized groups to promoting lifelong learning of individuals and its connection with the community,and then to cultivating active citizenship and promoting the sustainable development of the society.A consensus practice has been formed in terms of construction concept,content supply,inclusive participation,strengthening cooperation and development guarantee.In order to cope with the challenges of inadequate survival security,inadequate long-term mechanism,insufficient participation vitality and low recognition,countries are exploring sustainable development strategies under the guidance of UNESCO’s six principles of action,including strengthening the response to local needs,enhancing the professional capacity of the workforce,striving for the support of society,making communities more attractive for learning,and exploring digital transformation.It provides the feasible direction and strategy for China to further improve and promote the construction of community learning centers,and accelerate the implementation of the strategy of a learning country.
