Exploring the Reform of Gaokao Admission System:A Decade of Practice and Reflection on the Gaokao Comprehensive Reform in Zhejiang

摘  要:招生和考试相对分离是本轮高考改革顶层设计的核心要求。作为第一批试点省份,浙江高考改革承担着探索落实招生和考试相对分离具体实现路径的任务。基于浙江高考综合改革方案中四种基本招生模式的制度设计,本文总结归纳了招生考试相对分离、高校考生对等选择的基本特征。在此基础上,提出招生考试相对分离的核心内涵是实现录取评价的多样化,制度基础是实行高校和考生对等选择的一档多投,个性化使用统考成绩是落实招考分离的务实路径,个性化用好考试机构提供的考试成绩是高校招生部门的责任。最后,对于未来改革提出完善对等选择录取平台、提供丰富优质评价素材、提升考试招生专业能力等建议。The separation of admission and examination is a fundamental requirement in the top-level design of the Gaokao comprehensive reform.As a pioneering pilot province,Zhejiang plays a crucial role in exploring and implementing specific pathways for this separation.Drawing upon the institutional design outlined in Zhejiang's Gaokao reform plan,which encompasses four basic admission models,this paper summarizes the essential characteristics associated with the separation of admission and examination,as well as the two-way selection for both colleges and candidates.It posits that the core essence of this separation lies in diversifying admission and assessment.The institutional foundation rests on a one-to-many admission process involving both colleges and candidates.Personalized use of examination results is identified as a pragmatic approach to actualize this separation,and the responsibility for such personalized application resides with each college's admission department.The paper concludes with recommendations to enhance future reforms,including improving admission platforms for two-way selection between colleges and candidates,providing comprehensive,high-quality assessment materials,and bolstering professional competencies within admission and examination.
