摘  要:在全面抗战爆发后的一年半时间内,郭泰祺以驻英大使的身份多次向英国政府提出借款请求,并展开交涉。1937年底至1938年初,由于不愿单独行动,英国两度拒绝了郭泰祺递交的借款方案。1938年上半年,郭泰祺围绕孔祥熙提出的四项借款方案,与英国展开了长时间的交涉。英国拒绝了其中的平准基金借款,但随即同意以信用贷款作为援华的替代性方法。至日本发表第二次近卫声明,欲完全排除英国在华权益,在郭泰祺的敦促下,英国修改了相关规定,批准了对中国的信用贷款,随后又通过了对华平准基金。在整个过程中,英国不断摇摆,借款交涉显得非常艰难。这反映了全面抗战初期,面对日本侵华的行径,尽管英国充满同情,但又担心引火烧身的心态。In the first year and a half after the outbreak of the total war of resistance against Japanese aggression,Guo Taiqi,as China's ambassador to Britain,made multiple requests for loans to the British government and was engaged in negotiations.In early 1938,due to unwillingness to act alone,Britain rejected Guo Taiqi's loan proposal twice.In the first half of 1938,Guo Taiqi carried out a lengthy negotiations with Britain over the four loan proposals put forward by H.H.Kung.Britain rejected the loan of stabilization fund,but subsequently agreed to credit loans as an alternative method for its aid to China.When Japan issued the Second Konoe's Declaration on China,aiming to completely exclude Britain's interests in China,Guo Taiqi urged Britain to modify relevant regulations to approve the credit loans to China,and subsequently approve the loan of stabilization fund for China.Britain wavered throughout the process,making the negotiations extremely difficult.This reflects the attitude of the British government,which was sympathetic to China's plight but also concerned about bringing trouble to themselves,in the early phase of the total war of resistance against Japanese aggression.
