新质生产力赋能生态文明建设的内在逻辑、战略价值及践诺理路

摘　　要：新质生产力是符合新发展理念的先进生产力,具有创新驱动力强、产业链条新、发展质量高等显著特点,能够以新技术促进经济社会的绿色发展,符合生态文明建设的发展要求,与生态文明建设紧密联系,相辅相成。新质生产力为生态文明建设凝聚强大动力,而生态文明建设为新质生产力提供方向指引,二者在价值纽带、表现形态、目标指向等方面具有内在一致性。新质生产力赋能生态文明建设是应对“两个大局”发展的内在要求,是推动经济社会绿色转型的必然选择,也是实现生态资源价值量化的关键举措,更是满足人民群众生态需要的现实路径。新时代新征程上,要实现新质生产力与生态文明建设的协同发展,必须强化技术赋能、夯实政策支撑、活化生态资本、推进能源革新、聚焦人才培育,多措并举实现绿色科技的全链条发展、建立健全绿色经济政策体系、切实发挥绿色金融牵引作用、推进区域经济协调绿色发展、构筑生态文明建设新型队伍,为生态文明建设高质量发展赋能提质。The new quality productivity is the advanced productivity in line with the new development concept,remarkably featured by its strong innovation driving force,new industrial chain and high development quality.It can promote the green development of economy and society with new technology,meet the development requirements of ecological civilization construction,and is closely related to and complimentary with the ecological civilization construction.The new quality productivity gathers a strong driving force for the construction of ecological civilization,while the ecological civilization construction provides direction for the new quality productivity.Both have internal consistency as to value bond,expression form and target direction.The construction of ecological civilization is an inherent requirement to cope with the development of the“Two Overall Situations”,an inevitable choice to promote the green transformation of economy and society,a key measure to realize the quantification of the value of ecological resources,and a realistic path to meet the ecological needs of the people.On the new journey of the new era,in order to achieve the coordinated development of new quality productivity and ecological civilization construction,we should strengthen the technology empowerment,consolidate the policy support,activate the ecological capital,promote the energy innovation,and focus on the talent cultivation.We should take a number of measures at the same time to achieve the whole-chain development of green science and technology.We should establish a sound policy system for green economy,effectively give full play to the leading role of green finance,promote coordinated green development of regional economy,and build a new type of ecological civilization construction team,to enable and improve the quality of ecological civilization construction.
