可沟通城市:数字时代国际大都市发展的新理念

摘　　要：2023年底,习近平总书记在上海考察时强调,上海要“加快建成具有世界影响力的社会主义现代化国际大都市,在推进中国式现代化中充分发挥龙头带动和示范引领作用”。现代城市如果是一个流动的空间,传播就是城市的基础,因为是传播编织了城市的关系网络,城市作为一个整体就存在于传播中。在这个意义上,沟通,就是一个城市的基本素质、生活的基本品质,体现着一个城市的活力和创造力。借此,我们把“可沟通城市”(Communicative City)确定为城市传播的核心命题。上海要建成具有世界影响力的国际大都市,应重视城市的“可沟通性”(Communicativeness),尤其要将数字城市沟通力作为数字时代国际大都市发展的重要理念,纳入建设规划之中。依照上述想法,复旦大学与浙江大学正在进行“长三角数字城市沟通力”的相关研究和评估。在这样的背景下,国内首个城市形象资源共享平台IP Shanghai、教育部人文社科重点研究基地复旦大学信息与传播研究中心共同牵头,与墨尔本、新加坡、首尔等亚太地区国际大都市的顶尖院校达成共识,成立“亚太可沟通城市研究联盟”,携手探索提升数字时代国际大都市世界影响力的新路径。下面这组笔谈就是“亚太可沟通城市研究联盟”成立时,孙玮、黄旦与Scott McQuire三位学者围绕“可沟通城市”主题,分别从时下场景、历史文化、国外实践这三个维度对数字时代提升国际大都市的城市形象的“可沟通性”所作的富有启发性的发言。现将笔谈整理发表于此,以飨读者。During an inspection tour of Shanghai at the end of 2023,Xi Jinping,general secretary of the Communist Party of China Central Committee,stressed that Shanghai should“seek to become a socialist,modern and international metropolis with global influence,and play its role as a pioneer,role model,and leader along the Chinese path to modernization”.If we consider a modern city as a flowing space,then communication is the foundation of the city,as it is communication that weaves the social network of the city,and the city as a whole exists in communication.In this sense,communication is the basic quality of a city and of the life in the city,reflecting the vitality and creativity of the city.Therefore,we identify“Communicative City”as the core proposition of urban communication.To fulfill the goal of building itself into an international metropolis with global influence,Shanghai should attach importance to the city's"communicativeness".In particular,it should include digital urban communicativeness in its development plan as an important concept for the development of an international metropolis in the digital era.In view of the above,Fudan University and Zhejiang University are conducting relevant programs to study and evaluate the"digital city communication capability in Yangtze River Delta".Against this backdrop,IP Shanghai,China’s first sharing platform of city image resource,and the Center of Information and Communication Studies of Fudan University,a key research base for humanities and social sciences of the Ministry of Education,have jointly established and co-led the"Asia-Pacific Communicativeness Cities Research Network",joined by top universities from other international metropolises in the Asia-Pacific region such as Melbourne,Singapore,and Seoul.This institute is intended to join efforts from its participants to explore new approaches to enhancing the global influence of international metropolises in the digital era.The following articles are based on the speeches by Sun Wei,Huang Dan and Scott Mc
