摘  要:中国民航参与全球民航治理能力低的根本原因是国际化人才匮乏。作为国际化人才核心素养的跨文化交际能力在目前的民航国际化人才选拨和培养模式中一直未得到足够重视。飞行员和管制员作为民航国际化运行参与度最高的专业人才,其跨文化交际能力对民航运行安全具有重大影响。飞、管人员跨文化交际能力的培养和评测要将职业特点考虑在内,以提升英语水平为抓手,建设行业标准和培训体系。民航局、行业单位、民航院校3个层级应共同发力,建设跨文化交际能力培育和评测体系,提高民航国际化人才培养效能。The fundamental reason for the low capacity of Chinese civil aviation to participate in global civil aviation governance is the lack of international talents.As a core quality of international talents,intercultural communication skills have not been given enough attention in the current selection and training mode of China's civil aviation international talents.Pilots and controllers actively participate in the international aviation operation and their intercultural communication competence has a significant impact on the safety of civil aviation operation.The cultivation and assessment of intercultural communication competence of pilots and controllers should take the occupational characteristics into consideration,and take the improvement of English proficiency as a starting point to build industry standards and training systems.CAAC,industry units and civil aviation colleges should work together to build a system to cultivate and assess intercultural communication competence of aviation personnel so as to improve the effectiveness of civil aviation international talents training.
