中国式现代化视域下高等教育国际化的旨向、困境与路径

摘　　要：高等教育国际化是走好中国式现代化道路的应有之义,包括高等教育国际化理念、制度、技术与话语的现代化。中国式现代化视域下的高等教育国际化具体旨向包括以构建人类命运共同体理念为导向的高等教育国际化理念现代化;坚持政府顶层设计制度优势的高等教育国际化制度现代化;以数字化转型为抓手的高等教育国际化技术现代化;以追求平等、多元、合作、共赢为主要特征的高等教育国际化话语现代化,而我国高等教育国际化在实现其目标旨向的过程中,面临着理念内涵与构建、制度运行与保障、技术资源与运用以及话语生成与传播等多种困境。为此,我国高等教育国际化须通过明确价值定位、加强顶层设计、强化数字赋能、注重国际化人才培养等方式,打破后发劣势,助推中国式现代化愿景的实现。Higher education internationalization is an essential component of the path toward Chinese-style modernization.This includes the modernization of concepts,systems,technologies and discourse related to higher education internationalization.In the context of Chinese-style modernization,the specific aims of higher education internationalization include the modernization of internationalization concepts guided by the idea of a community with a shared future for humanity,the modernization of internationalization systems that adhere to the advantages of top-level government planing,the modernization of internationalization technologies driven by digital transformation,and the modernization of internationalization discourse characterized by the pursuit of equality,diversity,cooperation,and mutual benefit.However,in the process of achieving these goals,higher education internationalization in China faces various challenges,which could be investigated from its conceptual connotation and construction,system operation and guarantees,technological resources and application,and discourse generation and dissemination.Therefore,to overcome the latecomer's disadvantages and to advance the vision of Chinese-style modernization,China's higher education internationalization needs to clarify value positioning,strengthen top-level design,enhance digital empowerment,and pay attention to talents nurturing.
