意大利高校科研评价的演变历程、运行机制和改革特色

摘　　要：高校科研评价关系着科研创新活动的健康发展,对于推动国家科技创新与社会发展至关重要。在知识生产模式转型、新公共管理思潮渗透和政府资助削减危机的背景下,意大利高校科研评价在学科分类、专家遴选、评价标准和评价方法等方面不断演变。以最新一轮完成的VQR2015-2019科研评价为例,意大利形成了独有的科研评价运行机制,呈现出由政府主导的第三方独立机构组织,注重评价方法的科学可靠,强调科研成果的社会影响的鲜明特色。这启示我国高校科研评价改革创新过程中应加大力度培育第三方评价机构,建设配套制度体系;综合使用评价方法,树立科研评价质量导向;增加科研评价的社会影响力维度,追求科研评价的卓越价值。Research evaluation in universities is related to the healthy development of research and innovation activities,and is crucial for promoting national scientific and tech⁃nological innovation and social development.In the context of the transformation of the knowledge production model,the penetration of the New Public Management(NPM)and the crisis of governmental funding cut,the research evaluation in Italian universities has been evolving in terms of disciplinary categorization,selection of experts,evaluation criteria and evaluation methods.Taking the latest round of VQR2015-2019 as an example,Italy has formed a unique research evaluation operation mechanism.And it presents distinctive characteristics of organized by a government-led third-party independent institution,focus⁃ing on the scientificity and reliability of evaluation method,and emphasizing the social im⁃pact of scientific research achievements.This also reveals that implementing and innovating the research evaluation in Chinese universities is supposed to make more efforts to cultivate the third-party evaluation organizations and build a supporting system,to comprehensively use the evaluation methods and set up the quality orientation of the research evaluation,and to add the social impact dimension in order to pursue the excellent value of the research evaluation.
