摘  要:减污降碳协同增效不仅是促进我国经济社会发展全面绿色转型的总抓手,也是实现碳达峰碳中和目标、推进美丽中国建设的重要路径。经过几十年的发展,我国减污降碳的研究对象从常规大气污染物和CO_(2)的控排逐步延伸到多污染物和多种温室气体的减排以及其带来的社会和经济效益。协同控排研究主体涉及电力、钢铁、水泥、交通、农业等重点行业领域,国家重点战略区域、城市群、典型城市、工业园区等多层级区域,碳交易、投资、法制等多政策手段,为推动落实《减污降碳协同增效实施方案》奠定了坚实基础,但在研究模型的开发创新、多行业耦合协同减排以及与政策组合优化等方面仍有待探索。The synergistic efficiency of reducing pollution and carbon is not only the general starting point to promote the comprehensive green transformation of China's economic and social development,but also an important path to achieve the goal of carbon neutrality and promote the construction of a beautiful China.After decades of development,the research object of reducing synergistically the pollutants and carbon emissions has gradually extended from the control of carbon dioxide and other ordinary pollutants to the reduction of multiple pollutants and greenhouse gases,as well as the economic and social benefits it brings.The research subjects cover key industries such as power,iron and steel,cement,transportation,agriculture,toward multi-level areas such as national strategic areas,urban agglomeration,typical cities,industrial parks,and analyzing multi-policy measures such as carbon emission trading,investment,and legal system,laying a solid foundation for promoting the Implementation Plan of Pollution and Carbon Synergistic Reduction.However,the development and innovation of research models,multi-industry coupling and synergistic reduction,and combinatorial optimization of policies are still to be explored.
