摘 要:科技人才是我国实现高水平科技自立自强和科技强国战略的首要资源,构建科学有效的评价指标体系对提升科技人才工作幸福感和创新活力有巨大作用。现有科技人才评价指标存在重才能轻品德、重数量轻质量、重产出轻人才培养、重个人评价轻团队评价和重当前评价轻发展型评价等问题。研究采用扎根分析法,构建了涵盖品德、知识、能力、绩效和贡献及影响力的5项一级指标、13项二级指标和27项三级指标的科技人才评价指标体系,通过熵值法为评价指标赋权,最后检验了科技人才评价指标与创新活力和工作幸福感的关系。Scientific and technological talents are the primary resources for China to realize the strategy of high-level scientific and technological self-reliance and scientific and technological power.Constructing a scientific and effective evaluation index system has a great effect on enhancing the workplace well-being and innovation vigor of scientific and technological talents.However,the existing evaluation indexes of scientific and technological talents have problems such as favoring talent over character,quantity over quality,output over talent cultivation,individual evaluation over team evaluation,and current evaluation over developmental evaluation.In order to play the guiding role of scientific and technological talent evaluation,this study adopted rooted analysis,constructed a scientific and technological talent evaluation index system covering 5 first-level indexes(character,knowledge,ability,performance and contribution and influence),13 second-level indexes and 27 third-level indexes,and assigned weights to the evaluation indexes by entropy value method,and finally examined the relationship between scientific and technological talent evaluation indexes and innovation vigor and workplace well-being.
