省级开放大学开展体系办学评估的实践与反思——以河北开放大学为例

摘　　要：开放大学实行体系办学,建设高质量的办学体系,对于发挥一体化办学整体优势至关重要。近年来,越来越多的省级开放大学把办学体系的高质量发展摆在突出位置。河北开放大学作为省级开放大学,为进一步夯实体系建设基础,探索性创立了体系办学评估标准和评估机制。立足河北开放大学体系办学评估面临的困境,指出其在评估指标构建、评估方案制定、评估过程推进、评估流程设计等方面的实现路径,分析体系办学评估发现的问题,并对评估实践进行反思,这为后期长效化办学评估的开展和其他省级开放大学评估探索提供了借鉴。It is very important for the open university to implement systematic running and build a high-quality running system to give full play to the overall advantages of integrated running.In recent years,more and more provincial open universities put the high-quality development of the school-running system in a prominent position.Hebei Open University,as a provincial open university,has established the evaluation standard and mechanism of running a school in order to further consolidate the foundation of system construction.Based on the difficulties faced by the evaluation of Hebei Open University system,the study points out its realization path in the aspects of evaluation index construction,evaluation scheme formulation,evaluation process promotion and evaluation process design,analyzes the problems found in the evaluation of running a school,and reflects on the evaluation practice,so as to provide reference for the development of long-term evaluation of running a school in the later period and the evaluation exploration of other provincial open universities.
