摘　　要：深入理解指导中国市场经济实践的中国特色社会主义政治经济学的理论原则和立场,是准确把握中国资本政策的关键。坚持社会主义价值理性与市场经济工具理性相统一,是中国特色社会主义政治经济学的理论逻辑,从这一理论逻辑解读资本政策可以看出:两个“毫不动摇”作为中国特色社会主义基本经济制度被写入宪法,“所有民营企业和民营企业家完全可以吃下定心丸、安心谋发展”;对待资本的“两点论”“两手抓”是解读资本限制、划定资本“边界”的理论和政策依据;社会主义共同富裕战略为民营经济提供了超越资本主义限制、为社会主义文明赋能的广阔发展舞台;中国特色社会主义政商关系范式为民营经济提供了社会主义文明引领新路径。Understanding the theoretical principles and positions of socialist political economy with Chinese characteristics that guide the practice of China's market economy is the key to accurately grasping China's capital policy.It is the theoretical logic of socialist political economy with Chinese characteristics to insist on the unity of socialist value rationality and market economy instrumental rationality.Secondly,the“two-point theory”and“two-handed approach”to capital are the theories for interpreting capital restrictions and defining the“boundaries”of capital.Third,the strategy of socialist common prosperity provides a broad stage for the private economy to transcend the limits of capitalism and empower socialist civilization;Fourth,the paradigm of socialist political and business relations with Chinese characteristics provides a new path for the private economy to lead socialist civilization.
