摘  要:21世纪数字化时代推动了技术发展和经济发展,但同时也引发了高技能人才匮乏问题。新冠疫情、英国脱欧和俄乌战争对欧盟高技能人才的发展产生了深远影响。欧盟关注全球知识经济和社会的竞争能力,同时关注欧盟内部的社会凝聚力。欧盟需要加大政策支持,吸引和留住高技能人才。欧盟经济依赖高技能人才推动创新和经济增长。欧盟通过基金投资、财政计划、数字欧洲计划、教育行动计划倡议以及搭建数字技能和就业联盟等方式,提供多项经济支持和解决方案,以应对劳动力市场的技能差距和数字变革的需求。此外,欧盟致力于推动教育和培训的数字化转型,以提高公民和企业的数字素养,促进欧洲绿色、数字化和更具弹性的经济和社会发展。In the 21st century,the digital age promotes the development of technology and the econo⁃my,but it also leads to the problem of the lack of high-skilled talent.The COVID-19 epidemic,Brexit,and the Russo-Ukrainian war have profoundly impacted the development of highly skilled talents in the EU.The EU pays attention to the global knowledge economy and social competitiveness,as well as the social co⁃hesion within the EU.The EU needs to increase policy support to attract and retain high-skilled talents.The EU economy relies on highly skilled talents to drive innovation and economic growth.The EU provides several financial support and solutions to cope with the skills gap in the labor market and the need for digi⁃tal change through fund investment,fiscal plans,digital Europe plans,education action plan initiatives,and building digital skills and employment alliances.In addition,the EU is committed to promoting the digital transformation of education and training to improve the digital literacy of citizens and businesses and pro⁃mote green,digital,and more resilient economic and social development in Europe.
