投入产出视角下山地型海绵城市生态绩效评估框架与实证研究

摘　　要：海绵城市建设是推进生态文明、建设美丽中国的重大举措。与平原城市相比,山地型海绵城市建设难度更大、成本更高,亟须对特定类型海绵城市进行生态绩效评估。基于绿色发展理念,结合山地型海绵城市发展特点,将洪涝灾害经济损失、房地产开发投资等指标纳入评价体系中,并通过双重差分模型验证其合理性,由此构建了针对山地型海绵城市的生态绩效评价指标体系。以首批试点城市中的典型山地型城市重庆市渝北区为案例,采用超效率SBM模型,对渝北区生态绩效值进行测算。研究结果表明:(1)海绵城市试点政策对房地产开发投资产生显著正向影响,房地产开发投资与海绵城市建设密切相关。(2)实施海绵城市试点政策后,渝北区生态绩效水平明显提高。The construction of sponge city is a major measure to promote ecological civilization and build a beautiful China.Compared with plain cities,the construction of mountainous sponge city is more difficult and costly.It is urgent to evaluate the ecological performance of specific types of sponge city.Based on the concept of green development,combined with the development characteristics of mountainous sponge city,the economic losses caused by flood disasters,real estate development investment and other indicators were included in the evaluation system,and their rationality was verified through the difference-in-differences model,thus the ecological performance evaluation index system for mountainous sponge city was constructed.Taking Yubei District,a typical mountainous city among the first batch of pilot cities,as an example,the ecological performance value of Yubei District was calculated by using the super efficiency SBM model.The results show that:(1) Sponge city pilot policies have a significant positive impact on real estate development investment,and real estate development investment is closely related to the construction of sponge city.(2) After the implementation of the pilot policy of sponge city,the ecological performance level of Yubei District has significantly improved.
