摘 要:河流是人类文明的摇篮,河流生态文明建设必然要求对河流流域环境进行培育性保护和修复性治理,以促进河流流域的生态平衡和高质量发展。论文以赤水河源头地区为小流域研究样本,聚焦其“四不四难”问题,采用样本案例分析、参数关联与差异性分析及其控制模式分析等,针对实践中的分类保护治理及复合保护治理方式、省际合作保护治理成效等进行了探讨,梳理出具有五个“优势特征”的中国赤水河地理标志和生态经济特征,提出了贯彻落实“一张蓝图”“一河责任”“一河一策”“一品一补”等对策措施,并建议设立赤水河国家公园,以更好地推进我国“赤水源小流域”生态环境保护治理向“大流域”延展。Rivers are the cradle of human civilization,and the construction of river ecological civilization inevitably requires nurturing protection and restorative management of the river basin environment to promote ecological balance and high-quality development in river basins.This paper takes the headwater area of the Chishui River as a small watershed research sample,focusing on its “four not four difficult” issues.It employs sample case analysis,parameter correlation and difference analysis,and control mode analysis to explore the classification protection management and composite protection management methods in practice,as well as the effectiveness of inter-provincial cooperation in protection management.The paper identifies five “advantageous characteristics” of the Chinese Chishui River’s geographical indication and ecological economic features.It proposes to implement strategies such as “one blueprint” “one river responsibility” “one river,one strategy” and “one brand,one subsidy” and suggests the establishment of a Chishui River National Park to better promote the extension of ecological environment protection and management of “source of Chishui small watershed” to “large watershed” in China.
