乡村生态与产业协同振兴的作用机制及成效评价研究——以河北省围场满族蒙古族自治县为例

摘　　要：生态振兴和产业振兴是乡村振兴的重要内容。论文在阐述分析乡村生态与产业协同振兴机制的基础上,以河北省围场县为例,构建乡村生态与产业协同振兴评价指标体系,基于2015—2021年的相关数据,运用熵权法、耦合协调度模型、相对发展度模型、Tobit回归模型量化分析了生态振兴和产业振兴的耦合协调关系。结果表明:2015—2021年,围场县乡村生态振兴和产业振兴成效水平均呈持续上升趋势;生态与产业协同振兴耦合协调度逐年上升,相对发展度呈波动增长趋势,分别由2015年的0.333、0.561增加至2021年的0.951、1.221,协调等级由轻度失调向高度协调转变,发展类型由生态滞后型演变为同步型,协同振兴发展水平持续向好。从影响因素看,绿色发展能力是影响协同振兴最为关键的因素,且对耦合协调度具有显著正向促进作用。根据研究结论,建议围场县围绕改善农村人居环境、加强农业资源化利用、发展壮大生态经济等方面,多措并举推动乡村生态与产业协同振兴。Rural ecological revitalization and industrial revitalization are important components of rural revitalization.On the basis of analyzing the mechanism of rural ecological and industrial collaborative revitalization,this paper selected a number of indicators of ecological environment system and industrial development system in Weichang County of Hebei Province from 2015 to 2021,constructed an evaluation index system of rural ecological and industrial collaborative revitalization.By using entropy method,coupling coordination degree models,relative development degree model and Tobit regression model,the coupling coordination relationship between ecological revitalization and industrial revitalization was quantitatively analyzed.The results showed that the effectiveness level of rural ecological environment system and industrial development system continuous increased from 2015 to 2021.The coupling coordination degree of ecological and industrial collaborative revitalization increased from 0.333 to 0.951,and the relative development degree rose in fluctuation,increasing from 0.561 to 1.221.The coordination level changed from mildly dissonant to highly coordinated,and the development type changed from ecological-lag type to synchronous type,which showed the development level of collaborative revitalization continued to improve.From the perspective of influencing factors,green development capability was the most critical factor affecting collaborative revitalization,which had a significant positive promoting effect on coupling coordination degree.According to the research conclusions,it was suggested that Weichang County should take multiple measures to promote the level of rural ecological and industrial collaborative revitalization by improving rural living environment,strengthening utilization of agricultural resources,and developing ecological economy.
