新形势下农业科研单位精致化管理探析——以山东省果树研究所为例

摘　　要：农业科研单位聚焦主责主业,实施精致化管理,有利于激发科研人员积极性和创造性,提升单位科研创新效能。文章概述了农业科研单位在党的建设、科研创新、成果转化、人才引育、后勤保障等工作上实施精致化管理的现状,分析了精致化管理实施过程中存在的对精致化管理的内涵认识不统一、有组织科研工作质量有待提升、科技成果转化工作质量不高、高水平科研人才引育成效不明显、行政后勤保障能力有待提升等五方面突出问题,并有针对性提出了明晰精致化管理的工作目标和要求、提升有组织科研管理水平、提升科技成果转化成效、推动人才管理更高质量、推动内部治理更高质量的对策建议,以期为农业科研单位提升精致化管理水平提供参考与借鉴。Agricultural scientific research institutes focus on their main business and implement refined management,which is conducive to stimulating the enthusiasm and creativity of researchers and improving the efficiency of scientific research innovation.This paper summarized the present situation of the implementation of refined management in agricultural scientific research institutes in the aspects of Party construction,scientific research innovation,achievement transformation,talent cultivation,logistics support,etc.then it analyzed five outstanding problems existing in the implementation of refined management,such as the lack of unity in the understanding of the connotation of refined management,the need to improve the quality of organized scientific research work,the low quality of the transformation of scientific and technological achievements,the lack of obvious results in the cultivation of high-level scientific research talents,and the need to improve the administrative logistics support ability.At last,this research put forward some suggestions on how to improve the management level of organized scientific research,the transformation effect of scientific and technological achievements,the higher quality of talent management,and the higher quality of internal governance,so as to provide references for agricultural scientific research institutes,and to improve the level of refined management,accelerate the cultivation and development of new agricultural productivity.
