摘　　要：建设新型能源体系是中国能源产业转型的重要举措,正确理解新型能源体系的内涵、探索其实现路径是发展新质生产力、实现能源革命的必由之路。目前,新型能源体系建设的理论研究尚处于探索阶段,在实践应用方面尚未形成成熟的示范区,对区域级新型能源体系的建设更是缺乏探索。系统分析中国能源系统供给结构、系统形态、产业结构、体制机制等方面的问题和挑战,阐释建立“四新一强”的新型能源体系的必要性和战略性,创新性地对区域级新型能源体系建设进行研究,提出建设区域级新型能源系统的发展路径和基本策略,并以沿海A市的新型能源体系建设为例提出具有区域特色的发展路径,为建设区域新型能源体系提供借鉴。The construction of a new energy system is an important initiative for the transformation of China’s energy industry,and correctly understanding the connotation of the new energy system and exploring the path of its realization is the only way to develop the new quality productive forces and realize the energy revolution.At present,the theoretical research on the construction of new energy system is still in the exploratory stage,there is no mature demonstration area in terms of practical application,and even a lack of exploration on the construction of new energy system at the regional level.The paper systematically analyzes the problems and challenges of China’s energy system in terms of supply structure,system shape,industrial structure,and institutional mechanism,clarifies the necessity of establishing a new energy system of“Four New One Strong”,innovatively studies the construction of a new energy system at the regional level,proposes the development path and basic strategy for the construction of a new energy system at the regional level,and puts forward the development path with regional characteristics by taking construction of a new energy system in coastal city A as a case to provide a reference for the construction of a new regional energy system in China.
