数字化改革与政府治理转型的互动机理研究

摘　　要：数字化科技发展推进政府治理转型,使治理主客体互动关系日趋复杂。如何抓住数字化改革与政府治理转型的互动逻辑,剖析治理转型选择的内在规律,是完善治理现代化体系的应有之义。本文基于组织和治理模型,阐释数字化改革与政府治理转型的互动机理,表现在工具理性与价值理性、数据交互与治理成本、技术赋权与民主参与、组织结构与共同治理四个内在要素的相互作用,以调控系统中主客体互动所产生的矛盾处理、结构耦合、网络调整、合约执行四类主要治理问题。围绕权责利为核心的技术与组织的耦合性、理性与价值的合意性、多元治理主体的互动性三个维度,界定数字化改革与政府治理转型在时空演化中的互动模式类型及发展阶段,认为两者互动在静态层面存在价值配置型、结构配置型、竞争配置型和均衡配置型四种互动模式类型,在动态演进上存在从形成到发展再到成熟的三个阶段,并且不同阶段都存在差异化的路径选择。The development of digital technology promotes the transformation of government governance,which further complicates the interaction between the subject and object of governance.How to grasp the interactive logic of digital reform and government governance transformation,and how to analyze the internal law of options of governance transformation,these are the proper connotation for improving the governance modernization system.Based on the organization and govern-ance model,this paper elaborates on the interaction mechanism between digital reform and transformation of government governance,which is manifested in the interaction between four intrinsic elements:instrumental rationality and value ration-ality,data interaction and governance cost,technology empowerment and democratic participation,and organizational struc-ture and co-governance,so as to regulate the four main governance issues arising from the interaction between subject and object in the system:contradiction handling,structural coupling,network adjustment,and contract execution.On this ba-sis,this paper defines the types of interaction mode and development stage of digital reform and government governance transformation in the spatio-temporal evolution by focusing on the coupling of technology and organization,affinity between rationality and value,and the interaction of multiple governance subjects.It is proposed that there are four types of interac-tion modes on the static level:value-allocation type,structure-allocation type,competition-allocation type,and balanced allocation types;in dynamic terms,the evolution contains three stages:formation,development and maturity,and there are different path choices at different stages.
