“双减”政策下校外活动场所高质量发展的路径研究

摘  要:国家“双减”政策带给未成年人校外活动场所(以下简称“校外活动场所”)前所未有的机遇和挑战。“双减”后,青少年校外培训需求格局迅速改变,浅层的兴趣培训需求在校内或就近的社区内就能得到解决,于是家长和学生对校外培训的需求转变为高品质的教育需求。校外活动场所若不变革与培训机构同质化的现况,不迈向高质量发展,显然会面临新的生存困境。本研究着眼于校外教育课程的改革突破,提出了校外活动场所学习活动化、活动课程化、课程项目化、项目品牌化、品牌社会化的高质量发展路径,从而促使校外活动场所从教学方式、课程建构、课程实施、课程质量、教育覆盖等方面系统地提升课程的内涵和外延,以满足青少年对校外兴趣培训及活动的新需求,这与“双减”部署中“学校教育教学质量和服务水平进一步提升”的目标同向同位,有助于进一步推动教育改革以匹配国家战略性要求。The"double reduction"policy has brought unprecedented opportunities and challenges to the venues of after-school activities for minors.Since the implementation of the policy,the needs of teenagers'after-school training has changed rapidly.The need for shallow interest training can be met at school or in the nearby community,so parents and students have turned to high-quality education for after-school training.After-school activity venues,if refusing to make any changes to separate from other training institutions and moving towards high-quality development,will obviously face the survival difficulties.This study focuses on the breakthrough in the reform of after-school curriculum,and puts forward the path for the highquality development of after-school activity venues,which features in making learning into activities,activities into curriculum,curriculum into projects,projects with impact brands,and brands to be widely accepted by the society.Thus,we can promote the connotation and extension of after-school activity venues in a systematic way from the aspects of teaching methods,curriculum construction,curriculum implementation,curriculum quality and education coverage,in order to meet the current needs of young people for interest groups and after-school activities,further promoting the education reform to meet the country's strategic requirements.
