摘　　要：[目的/意义]海外引进人才作为中国快速发展的重要组成部分,正在发挥着越来越重要的作用。国家如何完善相关海外人才引进保障机制,对于中国未来发展及赋能新质生产力具有重要研究意义。[方法/过程]通过对比不同国家海外人才引进政策,研究发达国家国际人才对其国家发展的贡献;概括国际人才回流现状与趋势,分析我国人才回流的机遇与制约因素,提出政策建议。[结果/结论]国际人才在科技创新、经济发展等重要领域持续发挥着关键作用。我国正处于高质量发展的关键时期,国际人才的回流在不断加快,将是赋能新质生产力发展的宝贵资源。提出试点建立高技术人才移民制度,打通STEM领域国际学生在华学习、实习和工作的通道,加强与国际组织的交流合作,建立海外引进人才与国内人才公平竞争机制等建议,为我国完善相关海外人才支持保障机制提供参考。[Purpose/Significance]As an important part of China's rapid development,the introduction of overseas talents is playing an increasingly important role,and how the state can improve the relevant overseas talent introduction guarantee mechanism is of great significance for China's future development and empowerment of the new quality productivity.[Method/Process]By comparing the policies of different countries on the introduction of overseas talents,the paper studies the contribution of international talents from developed countries to their national development and summarizes the current situation and trend of the return of international talents,analyzes the opportunities and constraints of the return of talents in China,and puts forward policy suggestions.[Result/Conclusion]International talents continue to play a key role in important fields such as scientific and technological innovation and economic development.China is in a critical period of high-quality development,and the return of international talents is accelerating,which will be a valuable resource to empower the development of new quality productivity.This paper puts forward suggestions such as establishing an immigration system for highly skilled talents on a pilot basis,opening up channels for international students in STEM fields to study,intern and work in China,strengthening exchanges and cooperation with international organizations,and establishing a mechanism for fair competition between imported talents from overseas and domestic talents,so as to provide references for our country to improve the relevant support and guarantee mechanisms for overseas talents.
