摘　　要：技术先进型服务企业政策是推动服务业往技术性、先进性方向升级的重要创新。系统梳理技术先进型服务企业政策“鼓励探索、逐步试点、全面推广”三个阶段的变迁及其演化逻辑,并基于“企业-资源-集群”的视角,探究技术先进型服务企业政策的动力及其作用机制。在此基础上,剖析技术先进型服务企业政策实施存在问题,提出优化科技政策体系、增强创新要素供给、营造良好创新生态的对策建议。The policy of technologically advanced service enterprises is an important innovation in promoting the service industry towards a technological and advanced direction.The changes and evolutionary logic of the policy for technology advanced service enterprises was systematically reviewed from three stages of encouraging exploration,gradually piloting,and comprehensive promotion.Based on the perspective of“enterprise—resource—cluster”,the driving force and mechanism of the policy for technology advanced service enterprises was explored.On this basis,the problems in the implementation of policies for technologically advanced service enterprises were analyzed,and countermeasures and suggestions are proposed to optimize the science and technology policy system,enhance the supply of innovation factors,and create a good innovation ecosystem.
