中小学教师退出机制研究——基于教育治理理论的视角

摘  要:随着教育事业发展进入到新的历史阶段,造就高素质专业化教师队伍需要不断健全教师管理制度,其中重要的环节就是完善教师退出机制。但是当下教师退出机制还存在着行政程序尚未明确、退出标准尚未建立、配套措施尚未健全等问题。通过对当前形势的分析,完善教师退出机制所面临的关键问题在于政府部门与其它多元参与主体之间的关系尚不明确。依据一种教育治理是政府管理与多元主体参与相结合的理论观点,完善教师退出机制需要重视政府部门的主导管理作用,并且要协调多元主体共同参与。在具体措施上,政府需要进一步明确教师退出机制相关规范,并在实践中积极推行;多元参与主体则需要提供相应的资源支持,并扮演好监督约束的角色。With the development of the education industry entering a new historical stage,it is necessary to continuously improve the teacher management system to cultivate a high-quality and professional teaching team.And an important link is to improve the teacher exit mechanism.However,there are still issues with the current teacher exit mechanism,such as unclear administrative procedures,lack of established exit standards,and inadequate supporting measures.Through the analysis of the current situation,the key issue facing the improvement of the teacher exit mechanism lies in the unclear relationship between government departments and other diverse participating entities.According to a viewpoint of educational governance that combines management with coordination among multiple stakeholders,improving the teacher exit mechanism requires attention to the leading management role of government departments and coordinating the participation of multiple stakeholders.In terms of measures,the government needs to further clarify the relevant norms of teacher withdrawal mechanisms and actively promote them in practice;multiple participants need to provide corresponding resource support and play a role in supervision and constraint.
