摘 要:为解决面向基层应急的精细化风险感知和应急决策服务问题,本文面向基层用户的实际需求,梳理了现阶段存在的明显不足和短板,并以海上油气资源开发区、海水养殖区、海洋生态保护区、港口码头区和沿海社区等海上和沿海敏感区域为例,设置13种海洋环境安全事件应对典型应用场景,设计了相应的遥感分析、预警预报、风险评估、情景推演、应对决策等信息服务产品,以期提高面向基层单位的海洋环境安全保障精细化服务能力与水平。To address the need for refined risk perception and emergency decision-making services at the grassroots level,this article focuses on the actual needs of grassroots users and sorts out the obvious shortcomings and weaknesses that currently exist.Taking offshore oil and gas resource development areas,mariculture areas,marine ecological protection areas,port and wharf areas,and coastal communities as examples,this study has established 13 typical application scenarios for responding to marine environmental safety incidents,and has designed corresponding information service products such as remote sensing analysis,early warning and forecasting,risk assessment,scenario deduction,and response decision-making,to enhance the refined service capabilities and levels of marine environmental safety protection for grassroots units.
