周恩来军事伦理中的民本思想探析

摘　　要：周恩来军事伦理承续中国优秀传统军事文化,汲取马克思主义群众史观之精髓,借鉴近代仁人志士民主思想之进步因素,其中蕴含了丰富的民本思想、民本思想是周恩来军事伦理思想的理论基点和核心,主要体现在以民为本的战争伦理观、军民互助的战略伦理观以及拥政爱民的治军伦理观三个方面,深刻揭示了人民立场与正义战争之间的关系,系统阐述了人民在革命战争及国防建设中发挥的关键作用,对战争、国防、治军中的军民关系提出了要求,为我国军事行动、军队建设提供了正确的价值导向,对塑造新一代革命军人价值观、构建新时代和谐军民关系、建成世界一流军队有着重要的现实意义。Zhou Enlai's military ethics inherits the excellent traditional Chinese military culture,draws on the essence of the Marxist view of the history of the masses,and draws on the progressive factors of the democratic thinking of modern men of benevolence and aspiration,which contains a wealth of people-oriented thinking.The people-centered thinking is the theoretical base and core of Zhou Enlai's military ethics,which is mainly embodied in the three aspects of the people-centered war ethics,the strategic ethics of mutual assistance between the military and the people,and the military ethics of embracing politics and loving the people,which profoundly reveal the relationship between the people's standpoint and a just war,systematically expound on the key role played by the people in the revolutionary war and national defense,and put forward requirements for the military-civilian relationship in war,national defense,and military governance.It provides a correct value orientation for military operations and army construction in China,and is of great practical significance for shaping the values of a new generation of revolutionary soldiers,building harmonious civil-military relations in the new era,and constructing a world-class army.
