摘　　要：高校TISC运行主要以图书馆为主。高校图书馆具备完善的知识产权数据资源、门类齐全的科技文献资源和高水平的人才队伍,承担着促进高校科研成果转化和专利培育的重要责任。如何进行高价值专利培育,更好地服务“产、学、研”一体化进程,成为现阶段我国高校亟须解决的问题。文章以首期前4批21所高校TISC为研究对象,通过网络调研法和文献研究法,从基本服务、高级服务、自选增值服务和高价值专利培育相关服务等方面,分析了高校TISC建设现状和问题,提出我国高校TISC应以图书馆业务职能为主体,从以下4个主要方面进一步探索高价值专利培育优化路径:优势整合,共建专业服务团队;双向构建,优化信息素养模式;三位一体,精准提升服务效率;差异化服务,促进区域协调发展。The operation of TISC is mainly centered around the library.University libraries possess comprehensive intellectual property data resources,a wide range of scientific and technological literature resources,and a high-level talent pool.They bear the important responsibility of promoting the transformation of scientific research results and patent cultivation.How to carry out high-value patent and better serve the integrated Production-Education-Research process in universities has become an urgent issue that needs to be addressed in the stage of Chinese universities.This article takes the first four batches of 21 TISCs in universities as the research objects.Through methods such as online survey and literature research,it analyzes the current situation and existing problems of TISC construction in universities from aspects such as basic services,advanced services,optional value-added services,and services related to high-value patent cultivation.TISC in Chinese universities should take the library's business functions as the main body,and further explore the optimization path of high-value patent cultivation from four main aspects:integrating advantages and jointly building professional service teams;constructing bidirectionally and optimizing the information literacy model;integrating the three elements to accurately improve service efficiency;and providing differentiated services to promote regional coordinated development.
