摘　　要：生物医学研究关乎人类的健康与福祉,利用人类遗传资源的生物医学研究极大推进了疾病研究进展,但跨领域的资源共享仍然有限,并可能存在生物剽窃现象。医学研究中的生物剽窃会剥削弱势群体,加剧医疗不平等,还破坏了国际惠益共享,藐视科研伦理原则等。因此,建立全面的监管体系迫在眉睫,履行实质的知情同意,落实对资源提供者及其所在国的补偿,立法建立惠益共享机制,从而预防生物剽窃行为,推进研究者、管理者以及社会治理体系道德建设,使国际合作医学研究具备伦理性,促进人类医学发展,共建人类命运共同体。Biomedical research is critical to human health and well-being,and it has significantly advanced disease studies through the use of human genetic resources.However,cross-disciplinary sharing of resources remains limited and may be subject to bio-piracy.Bio-piracy in medical research exploits vulnerable populations,exacerbates health inequalities,undermines international benefit-sharing,and flouts ethical principles of research.Therefore,it is urgent to establish a comprehensive regulatory system that fulfills substantive informed consent,compensates resource providers and their host countries,and legislates benefit-sharing mechanisms to prevent bio-piracy,promote ethical development among researchers,administrators,and the social governance system,and ensure ethical standards in international collaborative medical research,ultimately advancing human medicine and building a shared future for humanity.
