摘　　要：江苏人才政策的持续优化,有效促进了人才队伍建设,为推动江苏经济高质量发展提供了有力支撑。文章选取2013年1月1日至2022年12月31日的江苏省人民政府、江苏省科学技术厅以及各地级市政府所发布的196份江苏省内的人才政策文件为研究对象,构建了“政策工具—政策目标—政策主题”的三维分析框架,探究江苏人才政策文本的多维特征。研究发现,人才政策主要呈现出注重人力资源建设、培育人才创新能力、促进人才协调发展等特点。The continuous optimization of talent policies in Jiangsu has effectively promoted the construction of talent teams and provided strong support for promoting high-quality economic development in Jiangsu.The article selects 196 talent policy documents issued by the People’s Government of Jiangsu Province,the Department of Science and Technology of Jiangsu Province,and various municipal governments from January 1,2013 to December 31,2022 as the research object,and constructs a three-dimensional analysis framework of“policy tools policy objectives policy themes”to explore the multidimensional characteristics of talent policy texts in Jiangsu Province.Research has found that talent policies mainly focus on human resource construction,cultivating talent innovation capabilities,and promoting coordinated development of talents.
