摘　　要：为了促进社会经济绿色可持续发展,低碳政策的制定和实施成为政府和企业关注的重点。在碳税政策和碳限额与交易政策下,构建一个由政府、制造商和第三方回收商三个决策主体组成的闭环供应链模型,探讨政府低碳政策的制定与制造商低碳政策的选择十分必要。为引导制造商选择再制造产品产量更高或单位碳排放量更低的低碳政策,政府应当制定相应的碳限额政策。此外,制造商与第三方回收商之间应通过Stackelberg博弈确定回收量和再制造产品产量。在分析产品生产成本、单位碳排放量、碳交易价格和回收成本系数之间的关系的基础上,通过设计数值算例,分析制造商对低碳政策选择的变化和政府对制造商政策选择的引导,从而为政策制定与政策选择提供依据和合理化建议。In order to advance sustainable social and economic growth,the formulation and implementa-tion of low-carbon policies have emerged as the focus for governments and enterprises.It is essential to con-struct a closed-loop supply chain model composed of three decision-making entities:the government,manu-facturers and third-party recyclers under the carbon tax policy and carbon quota and trading policy,to ex-plore the formulation of low-carbon policies by the government and the selection of low-carbon policies by manufacturers.To direct manufacturers towards the selection of low-carbon policies that result in higher yields of remanufactured products or lower unit carbon emissions,it is imperative that the government estab-lish corresponding carbon quota policies.In addition,the determination of recycling volumes and remanufac-tured product yields should be conducted through Stackelberg games between the manufacturers and the third-party recyclers.On the basis of analyzing the relationship between production costs,unit carbon emis-sions,carbon trading prices and recovery cost coefficients,this paper analyses the changes in manufactur-ers’selection of low-carbon policies and the government’s guidance on manufacturers’policy choices by designing numerical examples,providing a basis and reasonable suggestions for policy formulation and se-lection.
