低碳转型与区域均衡发展——基于资源型与非资源型城市的异质性分析

摘　　要：随着“双碳”目标的推进,低碳转型对资源型和非资源型城市的经济增长影响存在差异,探索低碳转型对区域均衡发展是实现共同富裕的重要手段之一。研究发现:中国低碳转型的经济增长效应为正,但短期内低碳转型抑制区域经济发展,长期来看有利于区域经济高质量增长,低碳转型的短期“痛苦”值得;低碳转型可有效增加资源型城市对可再生能源的开发,有利于资源型城市摆脱“资源诅咒”;非资源型城市低碳转型短期内显著促进了可再生能源的开发,但随着时间推移,促进效应不断减弱。因此,应加强政府对初期的“减痛”的引导,资源型城市加快能源转型获得“发展祝福”,非资源型城市在充分利用本地可再生能源的基础上建设省际间新型能源流通工程,助推区域均衡发展。With the promotion of the"double carbon"target,there are differences in the economic growth of resource-based and non-resource-based cities due to the low-carbon transition,and it is an important issue to explore the balanced regional development of low-carbon transition to achieve common prosperity.Based on theoretical derivation and econometric model validation,the study finds that:the overall economic growth effect of low-carbon transition in China is positive,but in the short term,low-carbon transition inhibits regional economic development,and in the long term,it is beneficial to regional economic quality growth,and the short-term"pain"of low-carbon transition is worth it;low-carbon transition can effectively increase the development of renewable energy in resource-based cities.The low-carbon transition can effectively increase the development of renewable energy in resource-based cities,and its impact on economic growth gradually changes from inhibiting to promoting,which is conducive to resource-based cities to get rid of the"resource curse"and promote economic growth.The low-carbon transition in non-resource-based cities significantly promotes the development of renewable energy in the short term,but the promoting effect is weakening as time goes by.Therefore,we should strengthen the government's guidance for the initial"pain reduction",resource-based cities to accelerate energy transition to obtain"development blessing",and non-resource-based cities to build new inter-provincial energy circulation projects based on the full use of local renewable energy to promote regional balanced development.The development of non-resource-based cities can make full use of local renewable energy to build new inter-provincial energy circulation projects and promote balanced regional development.
